Job Summary:
We are seeking a highly organized and analytical Project Cost Accountant to manage and oversee the financial aspects of complex projects, ensuring accurate cost tracking, forecasting, and reporting. This role requires a deep understanding of project cost accounting principles as well as strong knowledge of government compliance standards, including Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and government audit requirements. The successful candidate will act as a key liaison between finance, project management, and regulatory bodies to ensure financial integrity and contract compliance throughout the project lifecycle.
Key Responsibilities:
Project Cost Accounting:
- Track and report on actual project costs against budgets and forecasts at the task and project level.
- Analyze cost variances and recommend corrective actions in coordination with project managers.
- Develop Work Breakdown Structures (WBS) and ensure accurate alignment with contract billing and reporting structures.
- Prepare monthly project cost reports, job costing summaries, and earned value analysis.
Government Compliance:
- Ensure project accounting practices are in full compliance with FAR, DFARS, and CAS.
- Assist in the preparation of cost proposals, indirect cost rate submissions, and Incurred Cost Submissions (ICS) to government agencies.
- Support DCAA or other government audits by maintaining appropriate documentation and responding to audit requests.
- Monitor project billing to ensure it aligns with contract terms, including fixed-price, time-and-materials, and cost-reimbursable agreements.
- Review and validate allowable/unallowable costs in accordance with government contracts and policies.
Cross-Functional Collaboration:
- Work closely with project managers, procurement, Finance, and contract teams to monitor contract compliance, funding limitations, and change order impacts.
- Advise project stakeholders on financial performance, risks, and regulatory issues.
- Provide input to budget development, pricing models, and financial planning for new projects and proposals.
Qualifications:
Education & Experience:
- Bachelor’s degree in Accounting, Finance, or related field (CPA, CMA, or CGFM preferred).
- 3–5 years of experience in project accounting, preferably in industries such as biotech, construction, or engineering with government contracts.
- Proven experience working with government regulatory frameworks and project audits.
Technical Skills:
- Strong Microsoft Excel skills; knowledge of pivot tables, lookups, and financial modeling.
- Familiarity with Earned Value Management (EVM) principles is a plus.
Key Competencies:
- Strong knowledge of cost accounting standards and government regulations.
- Exceptional attention to detail, organization, and documentation practices.
- Effective communication skills, with the ability to present financial data to non-financial audiences.
- Proactive mindset with the ability to anticipate compliance issues and resolve them early.
Preferred Qualifications:
- Experience with government grant reporting (e.g., NIH, DoD).
- Prior involvement in system implementations or project accounting automation.
- Knowledge of timekeeping systems and labor distribution rules per DCAA guidelines.
Work Environment:
- This is a full-time, onsite position based in Aguadilla, PR.
- May involve occasional travel to project sites or government meetings.
