Regional Chair, EmergencyMedicine, North Region
Responsible for all professional and administrative activities within the
Department, particularly to ensure quality patient care and effective performance improvement
activities. This shall include:
1. Regulating the qualifications, conduct, participation, advancement, education, ethics and
discipline of its members.
2. Regulating and participating in the admission process for new members of the
department.
3. Providing educational programs in the department, particularly continuing medical
education for its attending staff.
4. Establishing and maintaining a high quality postgraduate emergency medicine training
program and fellowships in cooperation with the School of Medicine.
5. Establishing and maintaining a high standard of professional performance and the
auditing of professional care by members of the departmental staff, house officers, and
fellows.
6. Establishing and maintaining a clinical practice.
7. Liaising with clinical and administrative leadership within the North Region to
standardize care, improve care quality and access, and to support the execution of
strategic initiatives.
Essential Generic Job Functions:
1. Responsible through the Medical Board and the President of the Medical Center to the
Board of Governors for all professional and administrative activities within his/her
department and particularly, for the quality of patient care rendered by members of
his/her department and for the effective conduct of the patient care performance
improvement activities and monitoring functions delegated to his/her department.
2. Provide leadership over all aspects of the Department, including managerial, educational,
operational, capital allocation, resource management, budgetary, strategy and outreach.
3. Establish, in conjunction with the members of the department, the goals and objectives of
the department in keeping with the hospital planning goals and the need to maintain
contemporary and innovative programs.
4. Responsible for supervising the professional conduct of all members of the department.
5. Responsible for maximum operating efficiency of staff through effective communication
and relationship.
6. In collaboration with the Chief Academic Officer, provide ongoing continuing medical
education programs for the Department and ensure active involvement of Department
members.
7. Work harmoniously with department members and the Chairs of other departments.
8. Develop and maintain a departmental performance improvement plan, which is in full
compliance with the Medical Center’s Performance Plan.
9. As a rotating voting member of the Medical Board, provide guidance on the overall
medical policies of the hospital and make specific recommendations and suggestions
regarding his/her own department.
10. Maintain a continuing review of the professional performance of all physicians in the
department and sections of all the allied health professionals with specified services in
his/her department and report regularly to the Medical Board.
11. Transmit to the appropriate authorities as required by the Bylaws, the department’s
recommendations concerning appointment and classification, reappointment, delineation
of clinical privileges or specified services and corrective action with respect to physicians
in his/her department.
12. Create a physician leadership structure that ensures for collaborative input into the
strategic direction and daily operations. Ensure a common vision is defined and
articulated to physician members. Appoint divisions, sections and committees as are
necessary to conduct the functions of the department and designate a chief for each.
13. Enforce the hospital and medical staff Bylaws, rules, policies and regulations with his/her
department, including initiating corrective action and investigation of clinical
performance and ordering consultations to be provided or to be sought when necessary.
14. Implement within the department, actions taken by the Medical Board and by the Board
of Governors.
15. Responsible for all clinical and administrative activities within the department through
cooperation with the Nursing Service and the hospital Administration in matters affecting
patient care, including personnel, supplies, special regulations, standing orders and
techniques within the department.
16. Recommend measures for building and maintaining a staff dedicated to the best patient
care and quality of work. He/she will assure that there is an active program to recruit
physicians with special skills and to continually seek candidates for positions on the staff,
consistent with the needs of the department and the Medical Center.
17. Cooperate in the preparation of such annual reports, including budgetary planning
pertaining to the department as may be required by the Medical Board and the Chief
Executive Officer or the Board of Governors.
18. Provide active leadership and guidance in addressing patient satisfaction issues and
concerns within the department. If needed, conduct root cause analyses, focus groups and
other collaborative methods to address patient satisfaction concerns.
19. Arrange and maintain the organization of his/her department so as to provide adequate
supervision and evaluation of clinical work and research within the department.
20. Supervise the maintenance of medical records of his/her department as to adequacy,
quality and promptness of completion.
21. Develop and conduct a teaching program for residents and students as recommended by
the Residency Review Committee and the School of Medicine. He/she will assure the
active involvement of the department members in these teaching activities and coordinate
the teaching program with the Chief Academic Officer.
22. Maintain an active administrative liaison with the School of Medicine and actively
engage in supporting and leading student clerkships, interest groups,
23. Encourage staff to pursue scholarly activities, conduct clinical trials, attract grant
funding, enhance academic and research activities within the Department and pursue
associations with professional societies by creating an example of these endeavors.
24. Develop a foundation for robust clinical research; and foster for the recruitment of
academically oriented physicians
25. Other duties as dictated by the Chief Medical Officer, from time to time.
26. Develop and supervise divisional leadership and subspecialty programs.
27. Develop and supervise a full-time faculty practice.
28. Have the responsibilities of directing, overseeing and monitoring the performance of the
hospitalist program.
29. Responsible for understanding, articulating and maintaining excellent relationships with
the hospital leadership and medical staff.
30. Regularly attend meetings on volume, quality and efficiency with hospital leadership.
31. Lead community marketing and outreach.
32. Actively manage productivity and staffing – the two key elements of efficiency and
financial performance of the team under their control.
33. From time to time, physicians may provide clinical and/or administrative on-site
coverage to the athletes and staff participating at local sporting events.
34. Other duties and/or projects as assigned.
35. Adheres to the standards identified in the HUMC’s Organizational Competencies.

Knowledge, Education and Skills Required:
1. M.D./D.O. degree from a recognized Medical or Osteopathic School.
2. Maintain Board Certification in Emergency Medicine
3. New Jersey Medical License.
4. Experience in care of patients, preferably in general or subspecialty private practice for at
least ten (10) years.
5. Administrative experience in a teaching hospital or medical school.
6. Eligible for the Faculty Appointment at a LCME approved Medical School, preferably at
the rank of at least Associate Professor, preferably Professor.
7. Qualified for rank of Attending physician at Hackensack University Medical Center.
8. Personality and ability to deal effectively with professional peers and department
members under his supervision
9. Substantial management and leadership experience in an academic or teaching
environment
10. Should possess good interpersonal communication and diplomacy skills
