Position Summary:
We are seeking a seasoned Sr. Pre-Construction Manager with a proven track record of success and at least ten (10) years of experience in the construction industry. This individual must be a strategic leader with deep technical expertise, strong communication skills, and the ability to manage both people and complex projects. The ideal candidate is detail-oriented, organized, and capable of driving multiple land-based hospitality projects through all phases of the project. This position reports to the Director of Pre-Construction and will have two direct reports.
Essential Duties and Responsibilities:
Leadership and Team Management
• Lead, mentor, and support a small team of pre-construction professionals, fostering accountability and performance.
• Conduct performance reviews, support career growth, and manage day-to-day priorities.
• Promote continuous improvement and team collaboration across projects and departments.
Project Planning and Strategy
• Develop and implement high-level pre-construction strategies across a portfolio of projects.
• Work closely with senior leadership to align pre-construction plans with investment strategy and company goals.
• Drive execution efficiency across multiple projects, including new developments and capital improvements.
• Creates, leads, fosters, and enhances relations with architects, consultants, contractors, subcontractors, and vendors for multi-million-dollar projects.
• Lead internal and external progress meetings, tracking deliverables and risks.
Cost Estimation and Budget Management
• Develop, oversee, and validate all project related cost estimates, including hard and soft costs at all design phases.
• Monitor and control project expenditures to ensure budget compliance.
• Provide cost guidance and feedback during design to maximize value and maintain feasibility.
• Take-off quantities and budget the work cost at each design phase.
Design Coordination and Feasibility
• Collaborate with engineers, architects, and designers to ensure project designs are feasible, cost-effective, and aligned with the company’s expectations.
• Provide early input to influence project feasibility, scope, and construction methodologies.
• Ensure designs meet all regulatory compliance and sustainability standards.
• Reviews drawings and specifications for constructability, accuracy, and completeness, including Civil, Landscape, Structural, MEP, Architectural, and Pool consultants for all design phases.
• Review design documentation for constructability, compliance, and value optimization across discipline
Bid Management and Contract Negotiation
• Manage the preparation of bid packages and oversee transparent, competitive procurement processes.
• Lead contract negotiations with vendors, consultants, and contractors.
• Manage contracts, subcontracts, change orders, and purchase orders.
Risk and Opportunity Management
• Proactively identify risks and opportunities that could impact scope, schedule, cost or reputation.
• Audit and validate scopes of work, fees, contingencies, and assumptions.
• Monitor long-lead procurement items and potential delays, adjusting plans as needed.
Executive and Stakeholder Engagement
• Serve as the senior liaison between all internal and external stakeholders, including consultants, regulatory bodies, and community representatives.
• Holds external vendors/contractors responsible for delays and cost overruns from the project schedule.
• Lead coordination with AHJs, permitting agencies, and key external stakeholders to support project approvals and pre- construction milestones.
• Maintain open, consistent communication to ensure alignment and informed decision-making.
Regulatory compliance and Permitting
• Lead permitting strategy and execution across jurisdictions.
• Oversee the permitting process, ensuring all necessary permits are obtained in a timely manner.
• Ensure compliance with all applicable codes, zoning, and international standards.
Quality Assurance / Process Development
• Help with development and maintenance of internal QA/QC standards for pre-construction activities.
• Identify process gaps and implement the best practices for continuous improvement.
• Review project deliverables to ensure quality, accuracy, and alignment with company standards.
Construction Administration Support
• Support seamless handoff to construction teams with complete documentation and design clarity.
• Manage document control including RFIs, submittals, and change orders during pre-construction.
• Monitor project status and communicate key metrics to executive leadership.
This position is based in Miami, Florida.
Over 25% travel
Qualifications, Knowledge & Skills:
• A bachelor’s degree is required, preferably, architecture, civil engineering, structural engineering, MEP, construction management or a related field.
• Ten plus (10+) years of progressive experience in construction management with a heavy focus on Pre-Construction.
• Strong leadership and people management experience, including direct reports.
• Expertise in Hospitality, F&B, Retail and/or infrastructure projects.
• Skilled in managing multiple projects in parallel.
• Experience with Infrastructure, Utility, and Support Facility projects is a plus.
• Excellent communication, negotiation, and executive presentation skills.
• Highly analytical and organized with strong attention to detail.
• A PMP certification is preferred
KNOWLEDGE AND SKILLS:
• Expected to uphold and promote high standards of persona, accountability, and integrity and encourage the same standards in the team.
• Ability to work with multidisciplinary and multicultural teams.
• Must have strong analytical abilities and problem-solving skills, paying close attention to details.
• Proficiency in MS Office, Bluebeam, Primavera P6, MS Project, Smartsheets, AutoDesk Construction Cloud, Navisworks or similar software.
• Experience with BIM Coordination is a plus.

Internal Interactions:
- Product Development: Align on project goals, scope definition, and business case inputs.
- Environmental : Coordinate on site assessments, regulatory compliance, and permitting strategy.
- Architecture & Design : Direct design development to align with budget, constructability, and schedule.
- Construction : Ensure seamless handoff and continuity from pre-construction through mobilization.
- Operations : Integrate operational requirements into design and planning.
- Project Management Office (PMO): Collaborate on reporting, process standards, and governance.
- Finance and Procurement Departments: Interact as needed for budgeting, cost control, and material procurement.
- Human Resources: Occasional interaction for team development, training, and recruitment matters.
External Interactions:
- Vendors and Contractors: Frequent interaction (as required per project phase) for bidding, negotiation, and coordination of supplies and services.
- Cost Estimators: Oversee independent cost reviews and benchmarking to validate budgets.
- Schedulers: Collaborate on critical path development, milestone tracking, and phasing strategies.
- General Contractors: Lead pre-construction coordination, procurement input, and constructability reviews.
- Regulatory Authorities: Periodic interaction (as per project requirements) for obtaining approvals, ensuring compliance, and addressing regulatory issues.
- Industry Associations: Occasional participation in meetings and seminars for networking, staying abreast of industry trends, and advocating on behalf of the organization.
PHYSICAL REQUIREMENTS:
Position requires frequent travel to construction sites in Caribbean climates or remote locations, involving outdoor work under varied weather conditions and navigating uneven terrain.
