DEFINITION
Under direction from the City Manager, serves as a member of the City’s executive management team; plans, directs, supervises, and coordinates the activities of the Community Development and Public Works Departments, which includes Planning, Building and Safety, Housing, Code Enforcement, Public Safety, Municipal Engineering, Field Services, Facilities, Fleet Management, Capital Improvement, Landscape, and Street Maintenance. He/She will develop and administer the department budget; establishes and maintains liaison to the Planning Commission and other committees as needed, and the general public.
SUPERVISION RECEIVED AND EXERCISEDSupervision is received from the City Manager.
ESSENTIAL DUTIES
- Assume full management responsibility for both Departmental Services and Duties may include, but are not limited to, the following:
- Plans, organizes, and directs Community Development operations including current and advanced planning, environmental planning (CEQA compliance), building and safety plan check, permitting, public service counter operations, building and grading inspections, business license program and inspections, and housing programs to achieve goals within available resources;
- Enhance and maintain successful programs and projects to help shape the growth and development of the City’s infrastructure;
- Obtain and manage state and federal grant monies for these and other projects;
- Oversee and review the engineering services activities including engineering design, development review, CIP planning and construction management;
- Understand Budgetary practices and economics in the field of Planning, direct the forecast of funds needed for staffing, equipment, materials and supplies, monitor and approve expenditures and implement mid-year adjustment.
- Develop specifications and bid documents for a variety of public works and public utilities-related designs, constructions and maintenance projects, recommend contract awards, negotiate contract provisions and coordinate, review, inspect, monitor, and approve contractor’s performance;
- Manage the application process for acquiring and administering County, State, and Federal Grants;
- Represents the Community Development and Public Works Departments to other line departments, elected officials, and outside agencies and organizations;
- Supervise and coordinate the technical research required in public works review process.
- Develop and Present highly technical & analyzed information, studies and reports, as well as ordinances, resolutions, and staff reports clearly and concisely to various divisions, commissions, City Council and lay groups orally and in writing;
- Serves as Executive Officer of the City’s Planning Commission; provide full administration and management of the agenda and projects in accordance with the rules as set forth in the Brown Act;
- Hires, trains, motivates, evaluates, disciplines, plans and organizes workloads for assigned staff and consultants;
- Analyzes local, State and Federal legislation, advises and develops City policy in the areas of planning, public works and public infrastructure;
- Oversees Citywide regulatory programs including the compliance reporting to vari ous State and federal agencies; maintains the City’s General Plan and Zoning Code;
- Engages intergovernmental organizations and represents the City in Community Development and Public Works forums;
- Perform a variety of public relations and outreach work related to community development, planning and public works activities.
- Oversee code enforcement and public safety activities and ensure compliance with appropriate laws, ordinances, and regulations.
- Evaluates business processes and implements modernization strategies where needed; develops and leads staff to implement short and long-range plans and projects; assigns and coordinates staff to support year-round City and non-City special events;
- Manages the City’s Housing Programs including the implementation of State grant funds;
- Responds to public inquiries about community development, planning/building, Public Works and zoning regulations and ordinances;
- Attend evening and weekend events and/or meetings; and
- Perform other duties as assigned by the City Manager.

- Principles, methods, and procedures of City Planning, municipal public works, designing, maintenance, construction, Streets, Utilities and maintenance programs;

MINIMUM QUALIFICATIONS:
Experience:
- Five (5) years increasingly responsible experience in urban planning. Public Administration, Economics, Engineering or closely related field. A Master’s Degree in an applicable field is highly desirable. At least three years of increasingly responsible professional experience in the public service sector, and in supervisory management capacity. Demonstrated commitment to collaboration, innovation, open and transparent communication, and fiscal management.
- Management certifications from accredited universities or institutions in also a plus.
Education:
- Bachelor’s degree in land-use planning, urban planning, public administration, or a closely related field. A Master’s degree is preferred.
- Licenses and Certificates:
- Possession of a valid Class C California State Driver’s License at the time of employment and continuously throughout employment.
